cd6c33d101 Updates to target es2019 
Fixes #265

Also excludes dom typings from the lib files so that dom methods are not suggested

dce3875a93 Don't set explicit lib in tsconfigs 
The one we get from the `target` is correct in almost all cases for VS Code
