Switches all samples to use eslint 9 with flat configs. I've tried to migrate existing settings as much as possible. However our eslint configs were also inconsistent so I've tried to align these too

Running the Sample
- Run the
Run Extensiontarget in the Debug View. - Open a HTML file. You should receive auto completion and hover information for the HTML entities defined in
html.html-data.json. - Open a CSS file. You should receive auto completion and hover information for the CSS entities defined in
css.css-data.json.
